Our Rai Facility Assets Office is seeking a Manager, Willowbrook Facility & Outposts (West) to plan and deliver all aspects of facilities maintenance and capital improvement for all Rail Maintenance Facilities (RMF) infrastructure to ensure and support Rail Services Delivery/Fleet Availability in a safe, compliant, timely, consistent, and cost-effective manner.

 

What will I be doing?

  • Manages and maintains GO Transit’s RMF infrastructure and properties and all other in compliance with health and safety, environmental, and civil legislation, and GO Transit procedures and regulations.
  • Fiscal management of budgets and operational expenditures for assigned sites or assets.
  • Advises RMF Capital Growth and Rehabilitation Programs for existing and new maintenance and layover facilities, including those identified in the 10-year Capital Plan; monitors Rail Services support to meet timely service growth/design and related functions.
  • Develops and manages a strategic preventative and remedial maintenance plan for facilities, layover yards, facilities equipment, and systems.
  • Manages and develops facility maintenance, rehabilitation and/or expansion contractual agreements for Willowbrook security and others identified in the annual Operating and Capital Budget programs.
  • Initiates, manages, and leads Lean Continuous Improvement initiatives related to improved safety, efficiency, environmental performance and prudency of maintenance expenditures.
  • Designs, plans, executes, and manages emergency and preventive maintenance programs and contingency plans.
  • Inspects work site progress (e.g. buildings, equipment and property), and keeps records aligned with all RMF protocols and procedures.
  • Leads maintenance of all health, safety and environmental monitoring and protection systems and equipment in accordance with corporate policy and legislative requirements.
  • Responds to and investigates GO Transit rail facilities emergencies and reports pertinent facts, while adhering to related procedures and reporting protocols.
  • Manages and monitors safety, security, business continuity and environmental measures to ensure that all staff receive training, including emergency response.
  • Provides recommendations/support on infrastructure programs to consultants and Corporate Infrastructure, to meet RMF’s needs.
  • As the project leader for rail facility rehabilitation and new infrastructure, liaises with third party contractors and consultants; negotiates and manages third party facility maintenance, servicing and security contracts.
  • Regularly liaises with the Fire Marshall’s Officer, regulators and inspectors to ensure adherence to building and fire codes.
  • Researches and develops rail facility and plant equipment maintenance innovations, standards, procedures, technical training programs, and facility emergency procedures.
  • Develops and manages situational risk analyses and business risk assessments for safety, operational, regulatory facility opportunities and issues, and major project decision inputs.
  • Evaluates facility requirements and develops rehabilitation or capital growth/expanded facilities Project Identifications/Project Charters.
  • Maintains the Facility Maintenance Management System to monitor facility maintenance utilization and fully support rail service delivery.
  • Establishes expense allocation and cost management processes, controls, and measure.
  • Manages bargaining unit and non-bargaining unit staff; Responsible for the direct Management/Supervision of the Rail Facilities Department consisting of subordinate supervisors, professional/technical staff, unionized employees and all contractors.
  • Responsible for ensuring all unit staff are fully compliant with mandatory training requirements.

 

What skills & qualifications do I need?

  • University degree in industrial, process, electrical, mechanical, or related engineering discipline.
  • Professional Designations such as: Professional Engineer (P.Eng.), Project Management Professional (PMP), Chartered Professional Accountant (CPA) would be an asset.
  • Minimum eight (8) years’ experience in all aspects of facility management, preferably with supervisory experience.
  • Thorough knowledge of legislation, regulations and codes affecting employees, contractors, and facilities in terms of health, safety and the operational environment including a solid working knowledge of collective agreements and their application.
  • Excellent leadership, business acumen, and project management skills, in addition to a strong working knowledge of the budgetary process.
  • Excellent analytical, oral and written communication skills.
