Description

The Housing Development Manager, a member of the Community Development Department team, supports the City’s mission to increase the availability of affordable homes and assists in the development and implementation of strategies and actions in support of the ten-year housing plan. The plan will establish, among other things, annual housing production and preservation goals; implementation stakeholders, roles, and responsibilities; and financing strategies. The plan will also contain a communications strategy that will uplift the stories of the people and occupations who need affordable places to call home.

Occupational Summary

The Housing Development Manager must be able to facilitate and execute housing development initiatives necessary to meet the growing need for sustainable, equitable, inclusive, and affordable homes and neighborhoods. Must have strong project management skills and the ability to work effectively as part of a multidisciplinary team. Work is performed under the general direction of the Department Director.


Examples of Duties

• Identifies, coordinates, and manages implementation of development activities including land acquisition, relocation, clearance and demolition, infrastructure improvements, land design, property conveyance, developer compliance, and fair labor practices (Davis Bacon) in a team atmosphere involving various City departments;
• Develops Request for Proposal documents to secure technical consultants for Department housing development activities;
• Develops Request for Proposal documents to secure real estate developers and builders for Department housing development activities;
• Prepares a variety of reports and documents for tracking program performance and provides to the Director, City management, and the community as requested;


Typical Qualifications

Education and Experience:
• Graduation from an accredited college or university with a four-year degree in Urban Planning, Real Estate, or Finance;
• A graduate degree in Urban Planning, Real Estate, Finance, or related field preferred;
• Five to seven years of progressively responsible experience in managing and administering major development or redevelopment projects, including experience in public project financing and development, or an equivalent combination of education and experience;
• Experience working in multidisciplinary teams;
• Authentic commitment to diversity, equity, and inclusion;
• Supervisory experience is preferred.

Knowledge, Skills and Abilities:

• Demonstrated knowledge of the principles and practices of urban planning and community development;
• Demonstrated knowledge of City processes related to development activities including planning, zoning, ordinance, and site plan review;
• Demonstrated knowledge of the real estate industry in the marketing, selling, and purchasing of real property and familiarity with appraisal techniques;
• Demonstrated knowledge of the CDBG, HOME and LIHTC programs and HUD regulations and administrative requirements;
• Ability to work well with people from diverse backgrounds, from citizens, the general public, City departments to public officials, developers/builders, CEOs, and elected officials;
• Strong and effective written and verbal skills, including the ability to facilitate public meetings, keep records and prepare reports;
• Demonstrated experience in project management and community engagement;
• Ability to review existing programs and policies and current best practices, and recommend appropriate improvements to enhance performance and support long range planning;
• Ability to exercise sound judgment and decision-making in establishing priorities and resolving complex matters, including consideration of relative costs and benefits of potential actions in choosing the most appropriate course of action;
• Proficient in Microsoft Office applications, project management and financial modeling software; experience using GIS preferred.

PHYSICAL REQUIREMENTS (Reasonable accommodations may substitute for any physical requirements listed):

Must be able to lift or move up to 25lbs. and walk up to one-quarter of a mile. This position will work both indoors and, on a limited basis, outdoors and may be exposed to cold, heat, changing weather, adverse smells and sights, loud noises, and long periods of standing and/or sitting.
