SALARY: $88,212.80 - $134,742.40 Annually

The  is seeking a Principal Planner to join the Comprehensive Planning team within the Planning Division to provide advanced level leadership for community and urban planning, including the management, development, implementation, and evaluation of overarching programs or portfolio management and guidance.


Specific duties include:

  • Managing daily planning, development review, and implementation activities for the Columbia Pike Initiative, and other special revitalization-focused areas; 
  • Serving as the Division’s main point of contact and technical expert on planning work for Columbia Pike, and serving as the liaison to the FBC Advisory Working Group; 
  • Conducting planning studies leading to new Columbia Pike (or other targeted geography) policies or zoning regulations to facilitate evolving County-wide policies or to meet community objectives; 
  • Conducting, coordinating, and managing the review of FBC or other special exception development proposals and site-specific FBC text or map amendments;
  • Responding to developer inquiries to guide them in the development review process and negotiating changes and alternative site planning solutions with applicants;
  • Conducting field inspections, reviewing administrative changes to approved plans including building facades and other site features, and advising on consistency of proposed plan revisions with approved plans and zoning regulations; 
  • Applying a broad understanding of transportation, public space, and facilities, biophilic and sustainable design, historic preservation, housing, economic development, and urban design policies and guidelines to planning review work; 
  • Working with staff to investigate and develop recommendations on planning, zoning, construction, legal or other issues in assigned planning area; 
  • Composing reports on recommendations of development projects, land use plans, policies or zoning amendments and presenting recommendations in public hearings with the Planning Commission and County Board; and 
  • Managing consultants and related procurement activities. 

 

 

SELECTION CRITERIA


Minimum:  

  • Bachelor's degree in community or urban planning, landscape architecture, or related field; and
  • Three (3) years of experience in project management of Urban Planning, land use program administration, community development, or related program areas.

Substitution:  Additional education may be substituted for experience. Additional experience may be substituted for the education requirement on a year-for-year basis. 
 
Desirables: Preference may be given to candidates with a Master’s Degree in a related field and a designation/experience in one or more of the following:

  • Working for a government organization in an urban environment;
  • Senior-level project management in community planning studies, plan implementation strategies, and complex site development applications;
  • Application of urban design principles and practices;
  • Preparing and presenting study findings, complex reports, project plans, and recommendations; and
  • American Institute of Certified Planners (AICP) Designation.
