Description


Provides facilities management for all BCBSA staff (350 employees) located in the D.C. location. Responsible for managing and coordinating the daily activities performed by building management and other third party service providers including repairs, access system administration, D.C. office facilities maintenance requests, furniture reconfigure , procurement and repairs and move support in Service Now system interface.

 

Responsibilities include but are not limited to:

 

Building Management

  • Monitor building management against lease requirements for the D.C. office. Act as liaison between building management and D.C. office employees providing communication of building maintenance and other events.
  • Partner with both the Chicago and D.C. office Facilities staff for on-site perspective regarding building management and outsourced service providers performance.
  • Function as the designated local BCBSA representative for the constituent divisions when interacting with the building management for the D.C. leased premises, to ensure a coordinated and effective delivery for service and operations in accordance with the terms and conditions of the lease agreement.

 

Vendor Management

  • Procure and manage the resources to provide facility cleaning, repair and maintenance services, physical relocations, leasehold improvement to the premises, furniture procurement, reconfiguration and maintenance, to ensure the timely, coordinated and effective delivery of services and efficient and competitive use of budgeted and approved resources.
  • Source and prepare furniture and equipment procurement requisitions and documentation; schedule and coordinate installation and tagging activities; oversee maintenance of attic stock inventory. Provide secondary support for all moves adds and changes in D.C. as well as Chicago offices.

 

Facility Technology

  • Secondary Facility Technology Administrator for the Security Access Control keycard system as well as Service Now Facility Maintenance System.
  • Function as liaison with the internal IT department and vendors for all facilities technology/systems. Manages the data entry and upgrades for each system.
  • Prepare updates and/ or revises department procedures for each system to ensure clear instruction and use by Facilities staff. This includes provisions of timely and accurate information to BCBSA’s Finance department regarding allocation of leased space by department.

 

Facilities Budget & Financials

  • Leads and manages the preparation of the annual controllable expense budget and capital expense budget for submission to the Finance department for Washington office as well as providing support for the Chicago facility.
  • Provide tracking, reporting and analysis of expenses to ensure the effective, efficient and competitive use of budgeted and approved resources.
  • Review Facility Management invoices for services and/or goods received, accuracy, and prepares invoices for approval and payment working closely with procurement and accounts payable departments.

 

Required Basic Qualifications:

  • Associates Degree or equivalent experience.
  • Minimum of five years of practical experience in facility or property management.
  • Minimum of two years budget experience.
  • Proficiency in Microsoft software applications: Word, Excel, PowerPoint, (or other database application).

 

Preferred Basic Qualifications:

  • Service Now or similar workflow management software tool experience required.
  • Archibus and AutoCAD or related CAFM experience preferred.
  • CFM (IFMA designation of Professional Facilities Manager) or FMA (BOMI equivalent of Professional Facilities Manager).
  • Bachelor’s degree in Business Management, Project Management, Construction Management or Facilities Management.
  • Experience in Facilities Management, construction project management or other related industry.
  • Ability to perform independent of direct supervision.
  • Exceptional customer service skills.
  • Attention to detail is required.
  • Ability to demonstrate a sense of urgency is required.
  • Ability to prioritize and perform multiple assignments simultaneously.
  • Demonstrated written and verbal skills. Ability to professionally interact with all staff levels including Senior Leadership.
  • Ability to interact effectively with third-party service providers.
