Ohio promises $5,000 to help pay student loans, Indiana offers $5,000 toward buying a home. Nebraska will hold a ceremony in your honor to present an even bigger check. Proponents refer to it as “a modern-day Homestead Act,” referring to the 1862 law offering public land to settlers willing to move West. Iowa now offers free parcels to people who move to their “Fields of Opportunities.” The effort could convince employers to pony up or the talent will head to the heartland.
